Calls from Netherlands to India being charged even though call not answered/rejected

I have been told by vodafone that - when we do a international call for example
I am calling indian mobile number from vodafone netherlands number and that receiver in india won't receive the call and won't disconnect/cancell the call THEN also its charged.
Is this true?

The best you can do is calling the customer services to ask then to help you with your answer.
